Even as Russian bombs pound Ukraine, Moscow's mercenaries and spies are busy trying to set much of the rest of the world afire. To Russia, the conventional warfare waged in Ukraine, and unconventional "gray zone" warfare waged around the world, are two sides of the same coin. Human intelligence operations are used to attempt elite capture through the offer of assistance to politicians who support Russian interests. "As the war in Ukraine protracts, Russia has an interest in creating crises further afield," said RUSI. "As a lot of Russia's unconventional operations are self-defeating, countering Russian unconventional warfare must be premised on careful, selective, and intelligence- driven targeting," the study emphasized.

Charles and Camilla will then head to the southwestern city of Bordeaux on Friday, where excursions will include a visit to an organic vineyard. Charles had hoped for a state visit to France to have been his first as king, but a March trip was postponed due to tense protests in France over pension reforms, much to Macron's embarrassment. Her successor, Prime Minister Rishi Sunak, visited France in March to kick off what he called an "entente renewed". Fifteen year-old Alexia Aubert said: "I think since Elizabeth died, the royal family isn't as important as it was, King Charles isn't as important and symbolic as Elizabeth, so it doesn't really matter if he comes or not."

Biden administration officials said the leaders would sign off on a formal “commitment to consult,” an understanding that the three nations would treat any security threat to one of them as a threat to all of them requiring mutual discussion about how to respond. The three will also bolster cooperation on ballistic missile defense, expand annual three-way military exercises and develop a framework for security assistance in Southeast Asia and the Pacific islands. But the emerging entente has its limits. Japan was not willing to join a compact that the United States and South Korea agreed to create last spring bringing Seoul into Washington’s strategic planning for the use of nuclear weapons in any conflict with North Korea, according to officials and analysts. The Nuclear Consultative Group that Mr. Biden and Mr. Yoon decided to form during an April meeting in Washington was intended to coordinate military responses to North Korea, and Washington vowed “to make every effort to consult” with Seoul before using nuclear weapons to retaliate against the North.

Syria's Assad boosted by return to Arab fold

In exchange for ending Syria's isolation, Arab states want action, notably towards ending trafficking of the highly-addictive and lucrative amphetamine captagon across Syria's borders towards the Gulf. The threat of a U.S. missile strike was averted when Moscow brokered a deal for Syria's chemical weapons to be destroyed by the following year. But while Assad remained a pariah to the West, Arab states which once backed his opponents began opening doors to him.
One aim of the latest deal is to reduce fighting in Yemen between the Saudi-backed government and Houthi rebels. U.S. officials expressed skepticism that Tehran would honor a Chinese-brokered entente between Iran and Saudi Arabia, and denied the deal illustrated Washington’s diminishing influence in the region. Under the agreement announced Friday, Riyadh and Tehran will reopen their respective embassies within two months, restoring diplomatic ties for the first time in seven years. Tehran agreed to stop encouraging cross-border attacks on Saudi Arabia by Houthi rebels in Yemen, and Riyadh agreed to tone down critical coverage of Iran by a Farsi-language news channel funded by Saudi business interests.
As part of the new deal, Britain will help fund a detention centre in France while Paris will deploy more French personnel and enhanced technology to patrol its beaches. Officers from both countries will also look to work with countries along the routes favoured by people traffickers. The funding package will be paid in instalments, with Britain paying 125 million pounds in 2023-24. Britain said France would contribute significantly more. Later this month, King Charles will also travel to France on his first state visit as monarch.
